Camera ist not available

The driver for the camera or video converter is installed perfectly, but programs like IC Capture, IC Measure or other programs do not list the camera.

If the "Windows Privacy Settings for Camera" are enabled, the access to the camera is denied and programs are not able to list a video capture device.
